Oʻahu ATLR Draft EIS - Public Comment Period

The Army announces the availability of the Draft Environmental Impact Statement (EIS) for Army Training Land Retention (ATLR) at Kahuku Training Area (KTA), Kawailoa-Poamoho Training Area (Poamoho), and Makua Military Reservation (MMR) on the island of Oʻahu. The Draft EIS has been prepared in accordance with the requirements of the National Environmental Policy Act (NEPA), guided by Title 40 Code of Federal Regulations (C.F.R.) Parts 1500–1508; Title 32 C.F.R. Part 651 (Environmental Analysis of Army Actions); and the Hawai‘i Revised Statutes Chapter 343 and Hawai‘i Administrative Rules Chapter 11-200.1, collectively referred to as the Hawai‘i Environmental Policy Act (HEPA).

The Draft EIS is a joint NEPA-HEPA document; therefore, the public review processes run concurrently. A notice of availability has been published in the Federal Register to announce the start of the public review and comment period. The Draft EIS has also been published in the State Environmental Review Program’s publication, The Environmental Notice. The public comment period is from June 7, 2024 to August 7, 2024 . Comments will not be accepted after 11:59 p.m. Hawai‘i Standard Time on August 7, 2024. To view project documents, visit the EIS website:
